Design for the Administration Building and Laboratory was completed in 2024, with construction beginning in May of 2025. Construction is expected to be complete in September of 2027.

100% design of the Phase II upgrade was completed in August of 2025, and work is underway to finalize the bid documents. However, bidding this project is contingent upon receiving a loan from United States Environmental Protection Agency (USEPA) Water Infrastructure Financing and Innovation Act (WIFIA) program. Finalizing this loan agreement has been paused, pending action from the USEPA. Timing of the final bid documents and beginning of construction are contingent upon finalizing the WIFIA loan agreement. 

In December of 2025, the City also applied for a loan through the California State Revolving Fund (SRF) program. The City anticipates receiving determination on whether we will receive SRF funding in May of 2026. 

The remainder of the project is primarily financed by bonds. A first round of bonds worth $125 million was issued in 2025, and second bond issue will be issued in subsequent years if necessary.

Twenty-four (24) flow meters were installed. Flow monitoring has started as of December 18, 2025. We are working on gathering data from City staff (Utilities Admin, O&M, Planning, WPSC, etc.) to update the hydraulic model.

Completed installation and energization of the B-side of the new Main Switchboard (MSB) in the Primary Substation Building. Installed MCC-5 and completed programming of its B-side. Performed demolition of the existing MCC-19.

Relocated required utilities beneath the foundation. Completed demolition of the existing parking lot. Finished over-excavation, backfilling, and trenching for foundations, including installation of underground utilities. Completed footings and grade beams. Obtained trailer permit approval for the Construction Management team and City Engineers.
