Airport staff have been working with a consultant to develop the Airport Layout Plan (ALP). There have been ongoing discussions with the Federal Aviation Administration (FAA) to ensure compliance with FAA policies and regulations. Updates to FAA forecasting, changes to FAA Design Standards, and the Federal Government shutdown have delayed the project. Negotiations with Hayward Area Recreational District (HARD) and the FAA are ongoing for the recreational use area of the former Skywest Golf Course.

Several spot repairs were done on taxiways and ramp areas on the airfield, including the Green Ramp and Taxilane E and Taxiway F and A1.
