Design for the Administration Building and Laboratory was completed in 2024, with construction beginning in May of 2025. Construction is expected to be complete in September of 2027. 100% design of the Phase II upgrade was completed in August of 2025, and work is underway to finalize the bid documents. However, bidding this project is contingent upon receiving a loan from United States Environmental Protection Agency (USEPA) Water Infrastructure Financing and Innovation Act (WIFIA) program. Finalizing this loan agreement has been paused, pending action from the USEPA. Timing of the final bid documents and beginning of construction are contingent upon finalizing the WIFIA loan agreement. In December of 2025, the City also applied for a loan through the California State Revolving Fund (SRF) program. The City anticipates receiving determination on whether we will receive SRF funding in May of 2026. The remainder of the project is primarily financed by bonds. A first round of bonds worth $125 million was issued in 2025, and second bond issue will be issued in subsequent years if necessary. Completion date is dependent upon timing of securing WIFIA loan, as well as whether SRF loan is acquired. If SRF loan is secured, some revisions to the bid package may be required which may push bidding to the end of 2026. Assuming bidding takes place in October of 2026, completion date would be late 2031.
