Pedestrian Traffic Signal Modifications and Improvements

Activities:

The project will upgrade pedestrian safety related infrastructure at the 27 signalized intersections in the City. The improvements include pedestrian countdown heads, accessible pedestrian signals, safety lights, curb ramp upgrades, and signal head upgrades such as yellow backplate and 8inch to 12 inch signal lights. City staff is working on Request for Proposal to procure engineering consultant. 

General Fund/Measure C Impact:

This project is mainly supported by a $1,580,220 grant from Caltrans, and partially funded by Fund 460 - Street System Improvements in the amount of $76,000, which is funded by General Fund transfer.

Activities:

The City is continuing to distribute free bikes and safety accessories to Hayward residents through the Hayward Rides program, with over 500 bikes given out thus far. This City is continuing collaboration with Eden Youth for program management and promotion and Bike East Bay for free bike repairs and workshops every month. The City is working with Bike East Bay on deciding the locations for bike parking throughout the City and HUSD on upgrading bike racks at the school sites

This project is mainly supported by the California Air Resource Board's Clean Mobility in Schools and Sustainable Transportation Equity Project Grant, and partially funded by Fund 460 - Transportation Improvement Fund in the amount of $4,000, which does include transfers from the General Fund and Measure C.

The Patrick Avenue component of the project is complete. Gading Road was repaved and a road diet and new bike lanes were implemented. However, there are some traffic calming measures still to be installed. The City has received responsive bids for this work and will proceed in Summer 2026
